NEW YORK — Small business issues often win bipartisan support on Capitol Hill, but given the divisions in the incoming 116th Congress, advocates for companies have low expectations.Even after lawmakers deal with the partial government shutdown, a Democratic House, a Republican Senate and ongoing investigations of the Trump White House and campaign are expected to be obstacles to much small business-related work getting done.“I think 2019 is going to be a quiet year with maybe small reforms on tax things, maybe some trade legislation getting through,” said Karen Kerrigan, president of the Small Business & Entrepreneurship Council.Company owners may see more movement in their states, said John Arensmeyer, CEO of Small Business Majority, who called governors “more aggressive than anyone” on helping small business.A look at issues that small business advocates expect to be on government agendas in 2019:HEALTH CARELawmakers were expected to introduce health care bills even before the federal court ruling last month that the Affordable Care Act is unconstitutional. Since that ruling, which is expected to be appealed and could reach the Supreme Court, House Democrats have said they plan to intervene in the defence of the law.Democrats expect to introduce bills to limit the use of low-cost short-term health plans that have limited coverage and bolster the ACA’s coverage of people with pre-existing conditions. Republican opposition to Democratic efforts is likely, although many GOP lawmakers voiced support for pre-existing condition coverage during their election campaigns.Small business groups want Congress to pass legislation limiting increases in health care costs — but they’re not optimistic.“To do that would be controversial,” said Todd McCracken, president of the National Small Business Association.Legislation expanding the availability of association health plans, or AHPs, stalled in the 115th Congress, and could be reintroduced. These plans allow individuals like sole proprietors to band together and buy insurance. They’re illegal under the ACA but the Trump administration last year issued rules making it possible for some owners to join AHPs. However, some states have laws making it difficult or impossible for their residents to join the plans, and more states might enact their own legislation.Changes in health care law are most likely to come from the states, Arensmeyer said.TAXESLegislation to simplify tax code provisions that affect small businesses languished in the last Congress and is expected to be reintroduced. Among other things, the Small Business Owners’ Tax Simplification Act would make due dates for estimated tax payments the last date of calendar year quarters. It would also make it easier for owners to deduct their own health care premiums.“They’re common sense reforms that are supported by both sides of the aisle,” Kerrigan says.Some business groups will seek further tax code simplification because of the administrative burden taxes place on owners. But hopes aren’t high.“Any material simplification is probably not going to happen with the divided Congress,” said Keith Hall, president of the National Association for the Self-Employed.TRADECongress is expected to consider the U.S. Mexico Canada Agreement early in 2019. The trade deal, intended to replace the North American Free Trade Agreement, is opposed by Democrats who want stronger protections for U.S. workers from low-wage Mexican competition.Many U.S. small manufacturers export to Mexico and Canada and want the deal ratified.“It’s bad for business, particularly for small businesses, if the agreement just went away,” McCracken said.EMPLOYMENT ISSUESThe Labor Department is expected to issue its new regulations on overtime — which employees must be given overtime, and which are exempt. The Trump administration is rewriting rules written under the Obama administration and then blocked by a federal judge; those rules would have doubled the pay threshold at which workers would be exempt from overtime, to $47,476 from $23,660. An estimated 4.2 million people would have been able to begin earning OT under the rules.Kerrigan expects the rules to be issued early in the year, and predicted the threshold would be a compromise between the Obama administration version and no increase.INFRASTRUCTURELegislation to repair the nation’s roadways and bridges is expected in the new Congress although the Trump administration $1.5 billion proposal announced last February foundered. McCracken says the parties remain too far apart for a bill to pass — unless the economy provides some motivation for a compromise.“Infrastructure is one of those things that can generate a lot of activity and bolster the economy,” he says. Many companies that do the actual repairing of roads and bridges are small businesses like general contractors.INTERNET PRIVACYLaws aimed at protecting consumers’ privacy and personal information are expected to be pursued in state legislatures, and possibly in Congress, after California’s passage last year of its Consumer Privacy Protection Act. The law, which takes effect Jan. 1, 2020, requires businesses to disclose how they use personal information and gives consumers more control over how that information is used.The prospect of businesses having to comply with 50 different laws has some members of Congress in favour of creating a national standard. “That’s where you may see some bipartisanship,” Kerrigan said. But McCracken said it’s unlikely such a bill would pass both houses.PAID LEAVELegislation is expected in more states providing for paid sick leave and family leave for employees. Twelve states and 20 cities and counties have sick leave laws, which allow employees to accrue paid time off for their illnesses or a family member’s. Kolkata: City-based United Bank of India (UBI), which reported losses for the last seven quarters, is expecting to come out of the prompt and corrective action (PCA) list of RBI in the second quarter of the current financial year, a top official of the bank said. “We should be coming out of PCA by the second quarter of 2019-20. Things are happening the way we have strategised,” Ashok Kr Pradhan, MD and CEO of UBI told PTI. Pradhan said that the bank is not growing due to lack of capital. “However, the government has given us capital support. Last year the bank got Rs 5000 crore which will help us to meet the regulatory requirements”, Pradhan said. He said that UBI had received around Rs 4500 crore through NPA resolution during the last year. “Our GNPA should be in the range of 15 per cent to 16 per cent by March 2019, down from 21.27 per cent earlier”. RBI had imposed PCA on the bank in December 2017 which had led to restrictions on lending, non-opening of new branches and non-recruitment of staff as the cost-to-income of the bank was adverse. The advance book of the bank increased Rs 4000 crore during the last financial year with advances presently touching Rs 73,000 crore. Pradhan said “The target this year for advances should touch Rs 80,000 crore and deposits at Rs 1,35,000 crore”. He said that capital would be required for growth of the bank. “We will raise capital from the market, maybe in the third quarter. “We will also raise Rs 100 crore from the employees through Employees Stock Purchase Scheme”, he said. Since the bank is located in the east, its growth had been constrained due to lack of growth in this part of the country for which it wants to have an ambitious target. In the current fiscal, the retail sector is expected to grow by 20 per cent, MSMEs by 22 per cent to 24 per cent and agriculture eight to ten per cent, he said. “We will be very selective on the corporates and to take exposure in AA and AAA rated accounts”, Pradhan added.

The Seward Courthouse Court would receive $95,000 to replace deteriorated flooring, wall and ceiling finishes. At the AVTEC Facilities in Seward, underground fuel tanks will be replaced, along with the gym floor at the Student Services Center, where the locker room and exterior will also be repaired. The Kenai Army Guard Facilities will see $500,000 in lead remediation. DOTPF North Kenai Maintenance Station will have $150,000 to replace siding. Industrial Electrical Building and Student Services Center will both have fire alarm systems upgraded, along with critical campus-wide upgrades and repairs for health, life, and safety. While there are no projects in the Kenai Peninsula Borough School District on the State of Alaska Department of Education and Early Development Capital Improvement Projects for FY2019 Major Maintenance Grant Fund list, the area would have projects funded in other areas. The Walker Administration plans to appropriate about $700M to decommission and clean up an old microwave site in Homer, and about $2M in roof repairs at Spring Creek and Wildwood Correctional Centers. Kenai Peninsula Borough Mayor Charlie Pierce was absent at the meeting on April 2, but previously spoke with KSRM News regarding the request for additional funding from the district: “I’ve written a letter to the school district sharing all of our numbers with them, and we wrote a letter to the employees within the borough explaining to them that should the$2.4 million dollar additional funding request be approved by the assembly that there are consequences. I’m laying it out to the assembly as well, we are putting a strong fiscally responsible plan together so that services can continue.” A resolution for the request for additional funding was introduced at the borough assembly meeting on April 2. There will be a public hearing on the request for $2,423,955 in FY19 from the borough at their meeting on April 16. The decision comes roughly three weeks after the Knoxville, Tennessee-based Anderson, along with fellow wholesaler Source Interlink, threatened publishers with separate 7-cents-per-copy price hikes. Publishers largely balked at the 7-cents-per-copy surcharge and refused to pay, upset at the wholesalers’ sudden and “unilateral” decision to boost costs. CEO Charlie Anderson said the surcharge, along with shifting $70 million of scan-based trading inventory cost to publishers, was the only way out of a money-losing magazine distribution business. In his original conference call announcing the new cost structure, he strongly implied that Anderson would exit the business if publishers didn’t get on board.In a statement announcing the suspension, the company said it will “continue to hold discussions with publishers and retailers, trying to develop a viable model that allows it to remain in business.” Anderson said the situation is “a mess for us all.”“I have been told by our two largest publishers that any interruption of service should last only a few days,” he said. “I am not quite sure if they really understand the situation.”Only a ‘Skeleton Crew’ Will RemainAnderson staffers were notified of the decision during a recorded conference call Saturday. “We aren’t reporting to work Monday since we aren’t delivering magazines,” one affected employee, who wished to remain anonymous, told FOLIO:. The employee said the news affects Anderson employees at Anderson News, Prologix East, Anderson Services and Twin Rivers Technology. In the meantime, a “skeleton crew” will remain in place.It was not immediately clear how many employees will be affected or how long the shut down might last. CEO Anderson did not immediately return an e-mail seeking comment. Anderson distributes books and magazines to approximately 40,000 retailers in the U.S. Combined, Anderson and Source account for about 50 percent of the magazine market.
The bipartisan budget deal, by raising the discretionary spending caps for both defense and non-defense programs, should provide the fix needed for President Obama to sign a fiscal 2016 defense authorization bill.Obama’s primary objection to the defense measure he vetoed last week stemmed from its reliance on the overseas contingency operations (OCO) account which allowed the Pentagon to skirt the caps without providing equivalent budget relief for non-defense programs. On Tuesday the White House applauded the budget agreement, signaling that its concerns over the funding framework employed in the authorization bill likely were now moot.The only question left is what path the authorization bill will take to becoming law. Democrats could support an override or lawmakers could revise the measure to reflect the new agreement, reported CQ. The authorization bill already includes language allowing a portion of the $38 billion allocated to the OCO account to be shifted to the department’s base budget if a deal were reached to lift the caps.Mac Thornberry (R-Texas), chairman of the House Armed Services Committee, said he wasn’t sure how the chamber’s Nov. 5 override would turn out now that the primary reason for Obama’s veto appears to have been addressed.“It’s a little ironic to me that the president who vetoes the bill based on OCO to meet base requirements agrees to a deal where there is $8 billion of OCO to meet base requirements,” Thornberry said. Some of the boost in defense spending under the deal would come from an extra $8 billion included in the OCO account for defense. 12 Comments Hacking Privacy Security Share your voice Tags Patra Kongsirimongkolchai/Getty Images The government shutdown, now in its 25th day, continues to affect the security of federal websites, and the number of impacted sites has jumped. Netcraft, a UK-based web security company, noted last week that it had found more than 80 US government websites operating with expired security certificates, a situation that could put visitors at risk. On Thursday, the company said the number had grown to more than 130 federal sites with expired certificates. Sites such as those of the Department of Justice and NASA were among those initially affected. The latest round of certificate expirations includes sites for the White House, the Federal Aviation Administration, the National Archives and the Department of Agriculture. Some of the affected sites are payment portals, potentially jeopardizing the personal information of visitors, Netcraft said, though CNET couldn’t independently verify this.As the shutdown drags on, more certificates are likely to expire, because they can require employees to renew them. The certificates have different expiration dates scattered throughout the year, and the workers who would normally renew some of them are likely to be out on furlough. As a result, “[T]here could be some realistic opportunities to undermine the security of all US citizens,” Paul Mutton, a security researcher at Netcraft, wrote in a company blog post January 10.Netcraft’s findings underscore the toll taken on US government cybersecurity by the protracted shutdown, which has left hundreds of thousands of federal employees and contractors furloughed. Security certificates, which use a cryptographic key to verify that a website is legitimate, are crucial tools for the safe operation of the web. The certificates let websites tap tools that encrypt the information the sites send to, and receive from, visitors. If a website’s certificates aren’t valid, the security tools won’t work. That leaves the information — think passwords and credit card numbers — vulnerable to hackers. What’s more, hackers could stealthily direct visitors to download malicious software masquerading as an everyday file, such as a PDF of an important document. That’s what’s called a “man in the middle” attack,” said Marc Rogers, who runs cybersecurity at Okta, a company that manages workplace logins. Rogers said the tactic has been used by both criminals and spy agencies to fool internet users and compromise computers. Such attacks can be very sophisticated, with hackers hijacking what visitors see even when they type in the correct website address. Hackers can then show visitors a fraudulent version of the website they were trying to reach. Netcraft found more than 80 expired security certificates for US government websites, but the company isn’t saying hackers have actually taken advantage of vulnerable sites. Some of the expired certificates have knocked subdomains, or offshoots of major websites, off the web. A NASA subdomain, rockettest.nasa.com, currently isn’t accessible, which Netcraft said is because of a lapsed certificate. According to the Internet Archive, the page is for the space exploration agency’s Rocket Propulsion Test Program. The site’s security certificate expired Jan. 5, according to Netcraft. NASA didn’t immediately respond to a request for comment. More than ever, websites are using security certificates and thus enabling an encrypted connection. A push by internet security experts and major Silicon Valley companies, including Google and Mozilla, has made it simpler for website owners to get certificates. It’s so common, in fact, that fraudsters have started encrypting their websites too, in order to look legitimate. The country went the extra mile by blocking Wikipedia in April.Multiple reports confirm China blocked Wikipedia across all language URLs sometime in late April. The country is using DNS injections to prevent its citizens from accessing the online encyclopedia, according to a report from the Open Observatory of Network Interference on May 4.”In late April, the Wikimedia Foundation determined that Wikipedia was no longer accessible in China,” Samantha Lien, communications manager for the Wikipedia Foundation, said in an email Wednesday. “After closely analyzing our internal traffic reports, we can confirm that Wikipedia is currently blocked across all language versions.”So far, there’s no explanation provided as to why China is blocking Wikipedia. In May 2017, the country did put forth plans for making its own online encyclopedia with more than 300,000 articles from 20,000 scholars. China is not the first country to do a complete ban of Wikipedia. Turkey has the site blocked since April 2017, and several other countries, like Russia, Saudi Arabia and Venezuela, blocked the site for a period of time. The meeting on July 10 is part of the Facilitating America’s Superiority in 5G Technology (5G Fast) program, FCC Chair Ajit Pai said Tuesday.5G, already launched in the US by Verizon, AT&T and Sprint, is the next-generation network being used by smartphones to provide faster speeds and more capacity. Spectrum, or radio airwaves, make the wireless system work — and by auctioning off spectrum in several bands, capacity and speeds will keep increasing.Pai called mid-band spectrum “central” to the 5G Fast strategy, as it will advance the nation’s 5G leadership. He said the band has been mostly unused until now, due to “arcane rules.””On July 10, the commission will vote on an order that will modernize an outdated regulatory regime for the 2.5GHz band,” Pai wrote in a blog post Tuesday. “The new framework will … also provide opportunities for Tribal Nations and others to obtain access to unused 2.5GHz spectrum.”During the July 10 meeting, the FCC will also vote on the terms, procedures and conditions for its upcoming Dec. 10 auction across the 37GHz, 39GHz and 47GHz bands. Late last month, the FCC announced raising $2 billion in gross bids in its second 5G spectrum auction, selling off a batch of millimeter-wave (mmWave) high-bandwidth spectrum in the 24GHz band.Of the 2,909 licenses on offer, 2,904 were awarded on May 28. The licenses mean carriers can launch mobile services across multiple frequencies, improving latency, speeds and capacity.The first 5G spectrum auction ending in January saw the FCC raise $702,572,410 in gross bids, awarding 2,965 of the 3,072 licenses offered in the 28GHz mmWave band after opening up bidding in November.
