Easing the way for the disabled

first_imgJanine ErasmusThe Department of Arts and Culture (DAC) has pledged to make its cultural institutions fully accessible to the disabled, and is certainly putting its money where its mouth is – so to speak. Minister of Arts and Culture Pallo Jordan announced in December that R162 million was to be made available to upgrade facilities at its public institutions in order to make them easily accessible to those with disabilities. It is crucial that every single visitor to South Africa is able to indulge freely in cultural tourism. This has been identified by DAC as an important sector for growth and is one of the focus areas of its Investing in Culture programme.DAC will spend R162-million over the next three years on its cultural facilities to ensure that disabled people will not be excluded from enjoying the services on offer. The minister announced the plan as part of Government’s ongoing plan to improve the plight of people with disabilities, adding that the funds will be allocated in three stages over the next three years – R39 million for 2008, R43 million for 2009 and R80 million for 2010.South Africa’s Constitution, hailed as one of the most progressive to be found anywhere, offers equal inclusion in all aspects of society to everyone – including those with disabilities. However, the disabled still find themselves hampered on occasion because South African society has in past years been geared mostly towards the able-bodied, and the basic requirements of those who use wheelchairs or other aids to get around were not always accommodated. With the launch of its new initiative DAC is upholding the principles of the Constitution in this regard.“We have detailed information on the provision that has been made for the upgrading of security and access for persons with disabilities at the Department’s public entities,” said Jordan. “These would include places like museums, playhouses and other institutions that bring people together to not only enjoy artistic expressions but witness and experience the heritage of our beautiful country.”With the likes of the Iziko Museums of Cape Town, the Northern Flagship Institution (a group of cultural institutions based mostly in the Gauteng area), the National Library of South Africa, and all of South Africa’s World Heritage Sites falling under the jurisdiction and care of DAC, these important elements of South Africa’s cultural heritage will soon be undergoing any necessary modifications to make them more accessible.According to Jordan, “The upgrade of security and accessibility for persons with disabilities is a priority to make the arts accessible to all the people of the country.”Currently there are several policies in place for the benefit of the disabled. South Africa passed the Bill of Rights in 1992 – in Section 9(3) of the South African Bill of Rights a statement declares that “the state may not unfairly discriminate directly or indirectly against anyone on one or more grounds, including race, gender, sex, pregnancy, marital status, ethnic or social origin, colour, sexual orientation, age, disability, religion, conscience, belief, culture, language, and birth.”Cabinet then passed the Integrated National Disability Strategy in 1997, a document that provides guidelines in order to help the country achieve a human rights-based model of disability inclusion in South African society. In his foreword to the White Paper on the Integrated National Disability Strategy, then Deputy President Thabi Mbeki wrote, “Research estimates that between 5 and 12% of South Africans are moderately to severely disabled. Despite this large percentage of disabled people, few services and opportunities exist for people with disabilities to participate equally in society.”The Integrated National Disability Strategy was followed a year later by the Employment Equity Bill, which prohibits unfair discrimination on any grounds in any employment policy or practice.It is mostly pre-1994 buildings that will need to be renovated and adapted, as later structures were put up with disabled access already in place, including those sponsored by the ministry. Among these are the Luthuli Museum in Kwa-Dukuza, KwaZulu-Natal, for instance, which was designed with disabled access right from the planning stage.At present the department is in the process of ascertaining the requirements of its public entities in terms of security and accessibility, while a service provider will be appointed in the near future to report on the current status.Do you have queries or comments about this article? State of the Nation: all eyes on President Zuma

Ohio soil amendment and foliar application trials summary

first_imgShare Facebook Twitter Google + LinkedIn Pinterest In 2016, the Soil Fertility Lab at Ohio State offered a third party evaluation of proprietary soil amendments and foliar applications aimed at improving the mineral nutrition and productivity of crops. This service intends to provide timely and unbiased information on these products for farmers. In 2015, we tested submitted products from the following companies:AgZyme® by Ag ConceptsBAM-FX by Zero Gravity SolutionsMethods: Corn and soybean trials were planted at three sites on Ohio State University Research Farms: 1) Clark County at the Western Agricultural Research Station in S. Charleston, 2) Wayne County at the Ohio Agricultural Research and Development Center in Wooster, 3) Wood County at the Northwest Agricultural Research Station in Custar.Data collected include: 1) Complete soil sample analysis prior to planting, 2) Emergence counts at V5 for corn and soybean, 3) Whole plant sampling at V5 for total biomass and complete nutrient analysis, 4) Leaf sampling at R1 for corn and soybean for complete nutrient analysis, 5) Final stand counts at maturity for corn, and 6) Harvest grain yield with complete grain nutrient analysis.Results: Across all three sites, no consistent trends were found with any of the tested products. No products significantly affected a measured property at more than 1 site. For both corn and soybean, no product treatment yielded significantly greater grain than the control. One of the questions posed was how those in academia can best put the social web to work for themselves. Far beyond Facebook and LinkedIn, how can this community harness the Internet to be smarter, more efficient, and more productive? Read on for our top five ideas.1) Use Twitter to find your network. Facebook is Becoming Less Personal and More Pro… Finally, once you’re comfortably participating in the conversation and you’re part of a very real community of experts, educators, and students in your field of interest, realize that your journey toward technological proficiency has just begun. The Internet is in a constant state of flux, and learning how to leverage the social web for academic benefit is an ongoing exercise. There are many resources for finding new weapons to add to your digital arsenal; we’re sure lots of helpful pointers will come from others in your community. How Can I Make Old Windows More Energy Efficient?

first_imgQ I want to increase the R-value of the single-pane windows in my 44-year-old house in New Hampshire. I am considering using movable window insulation. Is this insulation good for limiting excess heat gain in summer? The windows also fog up easily. Will inner storm windows prevent the fogging and provide more R-value? Can you suggest other alternatives?-Patrick Clary, Dover, N. H.A Stan Griskivich, a window-insulation specialist in Yarmouth, Maine, responds: Movable window insulation would certainly help reduce winter heat loss, but the payback period could be long, depending on the type of insulation, heating system and Btu cost. If you build thermal shutters, the payback period will be shortened. Curtain shops may also carry a line of insulating curtains.Movable window insulation requires that you take an active role opening and closing the shade or shutter during the heating season. Most people lose interest in this process after the first season (or sooner) and stop using the thermal shades or the shutters.You should not use movable window insulation to reduce summer heat gain. Dark-colored insulating shutters or shades kept closed during a summer day, especially on the south or west side of the house, will have the opposite effect. Your windows and house will become solar collectors, which store and radiate heat. Shading the summer sun is best done with roof overhangs, exterior awnings or deciduous trees.Adding inner storm windows can solve both problems. But first you must caulk and weatherstrip the existing windows. Cold-air infiltration can account for almost as much heat loss as the conductive loss through single glazing. Once you have sealed the windows, you could install inner storm windows. The key to preventing fogging is to get a tight seal around both windows so that there’s a dead-air space between them. Fogging occurs when warm, high-moisture interior air circulates in the space between the windows and then condenses on the surface of the cool window.A well-sealed inner storm window should give an R-value of 2. You also should remove the window casing and sill and make sure the exposed areas are properly insulated because they’re often overlooked.However, unless you want to save the original windows for historical reasons or otherwise, the best course of action, even though it may be drastic and expensive, is to replace your old windows with new windows using high-performance insulating glass. Most high-performance glass is double-pane glazing with special coatings on the glass, and the space between panes is filled with argon gas to achieve an average R-value of 4. This R-value may not sound like much, but it is 400% better than your single-pane windows (typically rated at R-1) and twice as good as standard double-pane insulating glass at R-2.
